Emma is an Alchemist who got in trouble and was sent to re-education. She is Sydney's roommate.
Emma worked with other Alchemists in Kiev. There she sent a group of guardians that had been assigned to help them away because she thought that some Moroi she knew needed their help more urgently. For this she was sent to a re-education facility. Even though she pretends to be on model Alchemist behavior, she is not released because her sister, who had been in re-education as well, went rogue after she was released, and the Alchemists fear she might do the same.
